Torrevieja Town Hall and the Association of Small and Medium-sized Traders (Asociación de Pequeños y Medianos Comerciantes, APYMECO) signed an agreement on Friday 30 October for a new round of the shopping voucher scheme (bono consumo), Bono Consumo 2026. The vouchers are for spending at local shops, hospitality and catering businesses and service providers. According to Alicante Plaza and Torrevieja ON, the agreement was signed by the mayor of Torrevieja, Eduardo Dolón, and the APYMECO president, Jorge Almarcha Vicente.

The main condition is registration on the padrón (town hall residents' register) in Torrevieja. The register as it stood on 30 September 2026 is the one that counts. Adults and legally emancipated minors who meet the conditions can take part. Torrevieja ON describes the registration requirement as new compared with previous rounds of the scheme. The sources do not say how registration will be checked, or whether it is spelled out for foreign residents registered on the padrón: the NIE (foreigner identity number) is mentioned only as an identity document.

The total budget is €1,000,000: €920,000 goes directly into the vouchers and €80,000 into organisation and management. Alicante provincial council (Diputación) contributes €893,995 and the town hall €106,005. Each participant can buy up to €200 of vouchers for €100, with the other half paid from public funds. Vouchers come in two denominations: €10 (you pay €5) and €20 (you pay €10). The limit applies per DNI (Spanish national identity document) or NIE.

Online sales open on Monday 2 November at 15:30 on the platform www.torrevieja.bonocuonsumo.es. A purchase can only be made in the name of the beneficiary, using the approved identification and electronic signature systems. In-person sales run from 5 to 17 November at the APYMECO headquarters, and appointments (cita previa) can be booked from 09:00 on Tuesday 3 and Wednesday 4 November. Vouchers can be bought until 31 December 2026, unless the budget runs out sooner.

The vouchers are valid from 9 November to 31 December 2026 inclusive, and only at businesses that have joined the scheme. These are marked with a special campaign badge, and the list is published on the official website. The vouchers are personal and non-transferable, tied to the holder's DNI or NIE. They are shown in digital or printed form, together with an identity document. Several vouchers belonging to the same holder can be used in one purchase, and they can be combined with businesses' promotions, discounts and sales. However, each voucher must be spent in full in a single transaction: any remaining balance is not kept and no cash change is given.

Vouchers not spent by 31 December expire, and the money paid for them cannot be refunded or compensated, although this does not affect rights recognised by law. The agreement allows for a second phase of online sales if funds remain after the in-person sales. Only in that phase would the Torrevieja registration requirement be dropped, so that consumers with a DNI or NIE could buy vouchers. The sources do not say when, or whether, a second phase will go ahead.
