Torrevieja's full council meeting (pleno) gave initial approval (aprobación inicial) to the town hall's 2027 budget at an extraordinary session on the morning of 2 November. The total is €200,198,787.49, the first time the budget has topped €200m. That is €12,465,867.74 (6.64%) more than in 2026, and income and spending are balanced.
The Partido Popular, VOX and Sueña Torrevieja groups voted in favour. Only the Socialist group (PSOE) voted against. Torrevieja ON, citing a statement from Sueña Torrevieja itself, reports that the group backed the budget after all eight of its amendments (enmiendas) were accepted.
According to that statement, the amendments include: discounts of up to 75% on vehicle tax for vehicles with CERO and ECO environmental labels; a scheme called "Torrevieja Alquila Seguro" to give access to renting a permanent home; €30,000 for vet care for families in financial difficulty; €30,000 to encourage the hiring of unemployed residents; up to €50,000 for improvements to the Joaquín García "Nito" football pitch, if there are surplus funds (remanentes); €50,000 for dog parks; and €25,000 to help with the higher cost of gluten-free food. Another amendment calls for new public electric-vehicle charging points with no separate budget line. We have not seen the town hall confirm these amendments, and the sources do not say whether they are included in the €200.2m total.
Sueña Torrevieja's spokesman, Pablo Samper, said the Partido Popular has an absolute majority and does not need his group's votes to pass the budget. The group also points out that it voted against the budget in 2025 and supported it in 2026.
"Real investments" (inversiones reales) come to €47,029,655.96, up 1.81% on the previous year. The largest projects are:
- Museo del Mar y de la Sal and landscaping of its surroundings: €9.33m
- the new Centro de Día de Alzheimer (Alzheimer's day centre): €6.79m
- re-urbanisation of the Paseo de la Playa de Los Locos: €5.69m
- redevelopment of La Plasa: €3.98m
- reorganisation of the areas next to the port: €3.82m
These are the annual instalments (anualidades) due in 2027, not the full cost of the projects.
Staff costs under "Security and Public Order" (Seguridad y Orden Público) rise by more than €2.1m (22.95%) to €11.47m. Running costs for waste collection, street cleaning and parks and gardens together rise by more than €2.6m. For 2027 the budget sets aside €8.76m for waste collection, €15.48m for street cleaning and €8.16m for parks and gardens. Staff costs for primary social care (Asistencia Social Primaria) go up 19.42% to €3.98m, and transfers for cooperation and NGOs rise 20.19% to €967,165.
The main home-help, childcare and support programmes for vulnerable families and dependent people will continue. So will the town hall's rent subsidies for young people aged 18 to 35. €2m is reserved for investments chosen through participatory budgeting (presupuestos participativos).
The programme for nursery, primary and special-education schools exceeds €2.16m, of which €1.55m is investment. The money is meant to improve school buildings and playgrounds, and one planned measure is a shade plan (plan de sombras) for state schools. The budget also covers a new contract for sports instructors (monitores deportivos), the running of iHub Torretech, and €1.02m of investment in the Centro de Alta Tecnología Empresarial.
Rates of IBI, the council tax on property, stay unchanged. The town hall also plans to improve tax management, checking and inspection, including working with SUMA to inspect the tax on construction, installations and works (ICIO).
According to Torrevieja ON, initial approval opens the procedure for passing the 2027 budget. The sources do not give the public exhibition and objections period, the date of final approval, the number of votes for and against, or PSOE's reasons for voting no.
